The Basque Cabinet, constituted as the General Board of Shareholders of Eusko Trenbideak – Ferrocarriles Vascos, S.A., and at the proposal of the Administration Council (proposal approved on 27th December 2000), decided, on the 30th of January 2001, to approve the STRATEGIC PLAN EuskoTren XXI of the said Public Company. This Strategic Plan has been designed to satisfy the transport requirements in the Basque Autonomous Region. It will also encourage the integration and relationships between territories and towns, providing the possibility for more harmonious development that is also respectful with the environment.

EuskoTren XXI, contemplates the necessary actions to comply with the strategic objectives of the Company for the 2001 – 2012 period and has been designed directly by the human teams that form part of the company Eusko Trenbideak – Ferrocarriles Vascos, S.A. (EuskoTren), which belongs to the Department for Transport and Public Works of the Basque Government, based on their experience and know-how.

Strategic Objectives

In order to fulfil this mission, the company has established the following strategic objectives:

• Boost collective suburban transport services, both by train and by road.
• Guarantee inter-metropolitan connections.
• Encourage the traffic of goods by train, guaranteeing inter-modal systems.
• Operate the future Euskadi Tram projects.
• Develop a transport system that satisfies the demand presented by rural communities.
• Boost railway transport in industrial areas.
• Encourage selective alliances to establish passenger and goods transport services.
• Actively contribute to the development of society-oriented transport policies.
• Develop a company that manages railway infrastructures and consolidates its presence as a global transport operator.
